I was previously able to hit the tab key to move the cursor into a pulldown menu (such as a list of states), and I could select my state by typing the first two letters. This ability randomly disappeared -- how do I get it back?

I used to be able to tab into any field on a webpage, including buttons, pulldown menus, links, etc. I'm using a Mac on OS 10.5, and it's happened on two different machines. Both use Firefox 3.6.10.

Note: In OS X (as of 2005-01), if this preference is not explicitly set, the “Full Keyboard Access” setting in System Preferences will be honored. All builds before that date (e.g., Firefox 1.0.x) will ignore that setting.
