Keyboard shortcuts on Mac don't seem to work.

I am on a Mac using FF 3.5. I'm trying to set up keyboard shortcuts but it seems like FF doesn't recognize some of Apple's keys? The shortcuts built into FF (File > Move/Copy to New Window) doesn't do anything when I perform the keyboard shortcut.

I tried setting up a shortcut to show/hide my navigation toolbar under System Preferences for my computer. It seems to work because under the nav, View > Toolbars, the shortcut I created is shown next to Navigation Toolbar. When I try the shortcut, the View nav item flashes, as if something within it is being accessed, but it doesn't do anything, just like the other commands mentioned above.

Is this a Mac issue or FF?
