missing menu of what to do with a file clicked on.

i used to get the menu in pix below giving a choice of what to do with a file when i click on it online. now it just opens it.

how to get back, i have already set my download preference to ask me where reset app default setting to Microsoft defaults.

Yeah,

You need to go into Tools -> Settings -> General and set the Action for the types of downloads to Always Ask for those type you want it to.
