Safari Folder Locked On Import Dialogue Box

Tried to import bookmarks from Safari, but when the dialogue box opens the user Library folder to selected bookmarks.plist the Safari folder is locked and I have no access. I have gone to this folder in Finder and set the permissions to 'everyone' but still cannot access from Firefox.
