Why can I not see my bookmarks in 'Firefox Highlights'?

My new Window Tab is set to Firefox Home, my Home content is set to Firefox Highlights, and my Firefox Highlights content is set to display my Bookmarks ONLY, at least I assume that's what it means when I only put a check-mark into the 'Bookmarks' square. So why are my Bookmarks not displayed, why does Firefox want to keep track of my internet history, why is there no option like in other browsers like 'display a set of pages'?
