For the past few days, randomly when I open a new tab, I get one or more popup windows asking me if I want to open popup.htm.
These do not appear to be coming from a website, but from within Firefox. Example screenshots below.

It looks like it's coming from an extension you have installed. What extensions do you have installed?
It seems to be from an extension. See if this still happens in safe mode by going to about:support and launching in safe mode. If it stops, then it would seem that a certain extension is doing this.
In safe mode. Since this is random, I'll have to wait to see if it worked. Below is another window I was getting. Forum would not allow me to load two.

Note that if you see a moz-extension:// link that you can look on the about:debugging page (This Firefox) what extension this is about.
