Why do bookmarks appear in the middle of the search suggestions tab, instead of right underneath the bar?

I type in a few letters, it appears underneath but then instantly shifts to the middle of the search suggestions box, so when I assume it will stay there, I press down and end up selecting the wrong one. So annoying
