On a Mac, Privacy: Manage Permissions, allowing a website not saved when Firefox closed. (Default = block all cookies.) I need to allow each time starts

FireFox Quantum 69.0 on a MacBook Pro (from around 2012) running macOS High Sierra 10.13.6:

Setting the default to blocking everything, erasing all history, etc. - and then trying to allow specific sites in Preferences: Privacy and Security: Manage Permissions: I put in the site - say https://google.com, "allow" and "allow for session" do the same thing.

All allowed websites are forgotten when FireFox is restarted, and I must enter them in again - a real hassle.
