The red outlined button: clear it right now -- maybe they should add Now to the button

The blue outlined button: during a normal Firefox shutdown -- Quitting from the menu (it's associated with the preference to the left of it, "Clear history when Firefox closes")

Clear History, depending on how you use it, removes chosen data when the browser is closed.

Settings are choices for when the browser is running.

Type about:preferences#privacy<enter> in the address bar. The button next to History, select Use Custom Settings.

At the bottom of the page, turn on Clear History When Firefox Closes. At the far right, press the Settings button. Turn on Cache and Form And Search History and whatever else you want.
