How do I change the language of all the dropdowns from Vietnamese to English?

Hi, so I'm having a very weird problem. I can't change the language of all the dropdowns to English, I changed everything language related in Settings but that didn't help. If anyone has any idea what's going on I'd really appreciate it. Thanks.

This is a bug that developers are working on :

See especially the last few comments in that bug report, that will show you how to solve the problem.
