Safari does. I've read a bunch of the articles about fixing problems, but feel I'm just going round 'n' round in circles. No. Clearing cache and cookies does *not* fix the problem. What have I not looked at? What am I doing wrong? Can you tell that I'm really really frustrated? Yup

Something you could try quickly - disable the extension DuckDuckGo Privacy Essentials. Nothing wrong with the DuckDuckGo Search Engine but extra extensions aren't always helpful. Something that might help others - the address opens without trouble for me without the http:// in the URL Bar.

The exact error message was "The page isn’t redirecting properly •Firefox has detected that the server is redirecting the request for this address in a way that will never complete. •This problem can sometimes be caused by disabling or refusing to accept cookies."

Thanks @alan_r for pointing me in the correct direction: I went to the settings for DuckDuckGo Privacy Essentials (for me, this is in the toolbar, on the right, little circle with a letter grade) and added http://iopscience.iop.org/ to the whitelist. I can visit that site now. Of course the site gets a "D". I suspect that means "Disabled"; but it could also mean the letter grade just above failing because DDG PE detected 17 trackers. Sigh ... I appreciate the ambiguity.
