I have the same question, since it is archived it asks me to ask a new one instead. what does the power icon button and the other greyed out one even do?

The power icon shuts down the browser including other open windows. I don't know what the 'grayed out' one is.

Once you've done this, attach the saved screenshot file to your forum post by clicking the Browse... button below the Post your reply box. This will help us to visualize the problem.

the buttons have never been usable in my experience
The screenshot shows that you are in customize mode and in this mode only the green Exit Customize button is active. The Power button to close Firefox next to this button should work when you click the Exit Customize button or otherwise leave customize mode. You normally open the "3-bar" menu button drop-down list via its button on the Navigation Toolbar.
You can simply close the tab with the customize page to exit this mode if other ways aren't working.
