How do I force Firefox to NOT use the cache?

I'm doing some web development, and I cannot check my updates. Firefox is loading a cached version.

I'm using Firefox ESR 52.2.0 (32-bit) on a Windows 8.1 Pro computer.

Here are the steps I've tried:

- Shift + F5 to refresh - Shift + click refresh button - Manually cleared cache and cookies. This works for the first reload. Subsequent changes will not be shown when I reload the page. - In about:config, I changed browser.cache.check_doc_frequency to 1 with no effect. - In Inspector, ensured that Disable HTTP Cache (when toolbox is open) is checked, with no effect.

What am I missing?
