Japnese displays incorrectly as unreadable symbols, is there a unicode option anymore?

Go to https://support.microsoft.com and download the language pack.
Does this happen on all Japanese websites?
Can you attach a screenshot?

Here is a copy/paste from a site named GameFaqs of a game walkthrough and his explanation from 2009 on how to fix the symbols to read as Japanese. The unreadable symbols at the top are what Firefox does to his Japanese. 白騎士物語 ~å¤ã®é¼“動~ White Knight Chronicles "Part I" Complete Japanese Guide

FireFox User instruction: Click on "view" on the browser menu, Select "Character Encondings," then find "Unicode (UTF-8)" to view the Japanese correctly.

A little more info would be helpful, there's like 50 places that might be hidden with that bunch of idiots.
That page is send by the server as text/html;charset=iso-8859-1. Firefox uses for me windows-1252 as seen in "Tools > Page Info > General" You need to change the encoding manually yourself to Unicode. That works for me.
- View > Text Encoding > Unicode
You can tap the Alt key or press F10 to show the Menu Bar

Where the heck is this "View" you both are mentioning? I don't see it anywhere?
