Why can't I send email with file using WINDOWS LIVE MAIL? It shows WLM but does N O T SEND WLM

As of today, 7/29/2015, Wednesday, I cannot send an mail of a "LINK" when I open file=EMAIL LINK will open Windows Live Mail but will NOT OPEN THE WINDOWS LIVE MAIL page to send the link. How can I fix this situation? The email page in WLM mail WILL NOT OPEN, how can I fix this problem? Roger Harry Arm +++++++++@earthlink.net NOTE: WINDOWS LIVE MAIL IS MY DEFAULT EMAIL PROGRAM.
