Assuming that you are talking about Bookmarks Tags [and not message "tags" in Thunderbird], see this support article. https://support.mozilla.org/en-US/kb/categorizing-bookmarks-make-them-easy-to-find
Overall, there aren't really any "preferences" that can be user set, but rather it is how you chose to use them.
