When I start FF the BOOKMARK drop down is slow to appear.
I open FF. Click on BOOKMARKS. It takes about 3 seconds to drop down and another 2 seconds to display the bookmarks to the right. Windows XP SP3. 3 GH 4 MB Ram.

Its not because of your PC configuration . Try to deleting your history and cache ... if this won't help then reset your firefox.

You can check for problems with the places.sqlite database file in the Firefox profile folder.

Already tried all of that.
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem.
- Switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance
- Do NOT click the Reset button on the Safe Mode start window
