I have clicked the 'always ask where to save download' box, but the save files to downloads is still active. How do I get it to ask me where to download to every time?

I have clicked the 'always ask where to save download' box, but the save files to downloads is still active. How do I get it to ask me where to download to every time?

I have already done this, but still goes to downloads at times. Not sure why it still says save files to downloads. Attached a screenshot.

You have PDFs set to "Open in Firefox" which means they will be downloaded into the Downloads folder before being opened.
