You'd have to liaise with the site operator or Apple if any certificate has been revoked.
These all seem to work fine: www.ucc.ie www.ucc.edu umpqua.edu ucc.edu.gh www.ucc.edu.jm
Did you have another site in mind?
From duplicate threads:
My ucc portal.edu.gh is unable to open
There's no portal.edu.gh
If you mean portal.ucc.edu.gh or my.ucc.edu.gh these all seem to work.
I'm also adding a screen shot of their help desk contact details if you need to call them for access:
