Can't find option to change paper size (used to format for printing)

Using firefox 11.0 on windows XP, there is no option to change the paper size.

I tried changing the paper size in file->print->properties, but that just changes the paper the printer uses. FireFox still formats the page to be the old paper size, and if some of the content ends up off the page, it just gets lost.

Older versions of FireFox had the option to change the paper size.
