change local settings

I want local settings to be Elkins WV. It used to be that they would change but then in a couple of days they would change to Engelwood CO. Now they will not change at all. No matter what I do they are always Engelwood CO. I have reset Fire fox to its' default settings - no change. Using Windows XP. Help please!!! Thank you! Fred
